首相去年2月宣佈成立土著議程推動單位(TERAJU),重新推動40多年前新經濟政策(NEP)下的30%土著股權目標。

這個TERAJU,顯然與「一個大馬」精神和經濟轉型計劃(ETP)概念完全背道而馳。

原要推動的新經濟模式(NEM),本來不分種族,要“把扶弱政策轉移到40%低收入群”,但在面對土權等NGO的抗議后,「新經濟模式」終於胎死腹中,取而代之的是死而復生的「新經濟政策」。

不,「新經濟政策」從來都沒有消失過,TERAJU不過是讓它延長下去。

上周,在TERAJU成立一周年后,首相正式推介,并鑒定了國庫和國投(PNB)旗下10家非核心公司,說要讓給適當的土著企業去協助他們上市,以提升土著股權。

已經推行了40多年的30%股權計劃,至今仍未達到?

40年,這段時間太長了吧!

如果這個政策不能發揮效率,那一定是哪裡有問題,是不是應該換另外一個方式,而不是如此抱殘守缺下去?

問題的癥結在哪裡?政府似乎從未真正去探討,反之只是一味以此做理由,以將NEP延長。

其實,大家都知道問題在哪裡,只是不願承認而已。

如果每家上市公司都必須符合30%股權的條件才能夠上市,這40多年來,上市公司少說也達到1000家,哪有不能達到30%股權之理?

高官們自己也曾叫土著們不要爲了短期利益而把股權隨意賣掉。

如果你一直爲了眼前短利而把保留給你的股份賣掉,你又如何保留你的30%股權呢?

所以,不能達到30%股權是誰的問題?高官其實知道問題在哪裡,但都視而不見、避而不談。

也只有這樣,土著才能繼續受到保護與協助。

遂有了TERAJU的成立,國庫和國投更需讓出10家公司出來,根據報導,其中5家將在今年內上市。

其實,政府協助土著成立公司并上市,這并不是頭一遭。

但,有多少是真正成功的?當局應該有所記錄。

大家對當年的玲瓏、TRI和納魯里等印象還在吧!

當年,這些都是叱咤風雲一時的土著股,後來都經過重組又重組,如今何在?

上市的都如此,那些未上市的又怎樣?

金槍魚計劃、廢置的巴士計劃,等等等。

還有當下鬧得沸沸揚揚的養牛計劃,根本是拿人民的納稅錢丟進大海。

爲什麽政府還要明知故犯?

不管有沒有TERAJU,再來另一個40年,再另一個新經濟政策,30%股權將是一個永遠無法達及的目標。

The Prime Minister has launched the Unit Peneraju Agenda Bumiputera (TERAJU) in February last year, which contradicts the concept of One Malaysia Economic Transformation Program (ETP).

New Economic Model (NEM) that was launched originally to help the low-income group regardless of race in Malaysia. But after complains made by the NGOs for bumiputeras, TERAJU has extended the program of the New Economic Model with a new economic program.

On TERAJU first anniversary, the Prime Minister has asked PNB to help bumiputera entrepreneurs to increase the value of Bumiputera equity. This has been implemented for over 40 years and 30% of equity plan has yet been achieved??

40 years, these has been too long!

If this 30% policy has never been achieved, Government should solve the problem and not implementing by a new economic program.

Each listed company must comply with the conditions of 30% of Bumiputera equity in order to be listed and in these 40 years of time there are atleast more than 1000 companies have been listed. So, how can the Govenrment said that we have yet to achieve the 30% of Bumiputera equity in the management?

Senior officers have adviced Bumiputeras not to sell their equity just for the short-term interests. So, if you have been selling out your equity for the short-term interests, how can you achieve the target of getting the 30% equity?

Therefore, who should we blame for not achieving the 30% equity? This is why the Government has to continue protecting and assiting the Bumiputeras.

According to reports, Government will select 5 companies to be listed by this year.

In fact, this is not the first time the listed companies received assistance by the Government. But, how many are truly successful? Authorities should have the record.

In conclusion, no matter if we have TERAJU or not, in another 40 years or another new economic policy, 30% of Bumiputera equity will never be achieved.
